ELV & ICT engineering — Abu Dhabi, working across the GCC

ELV and ICTsystems, fromschematic tolive operation

I am Naeel Zuriek. Fifteen years designing and implementing the extra-low-voltage and ICT systems that oil and gas plants, airports, sea ports, hotels, healthcare buildings and residential developments depend on — and the Tier 3 data centres that sit at the middle of all of them. I work as a design authority and delivery lead: drawings and BOQs at the front, commissioning and operational readiness at the back.

Six sectors, one discipline

The systems repeat; the constraints do not. What changes between a refinery and a hotel is the standard you design to and the failure you cannot afford.

Sector 012013 — 2017

Oil & gas

Five producing fields and a refinery, USD 10M+ combined. Telecom and fibre engineered for hazardous area, then commissioned in live plant — where you find out what a drawing left out. My drawing sets and BOQs from these projects became the company's standard engineering templates.

Systems
Fibre backbone, TETRA and VHF radio, plant Wi-Fi, PAGA, CCTV, F&G interface, telecom rooms
Constraint
Ex-rated equipment, hazardous-area zoning, shutdown windows measured in hours
Projects
Al-Zubair · Badra CPF · Majnoon · Sohar Refinery · Lower Fars
Sector 022022 — 2024

Sea ports & terminals

The deepest of the six. A live container terminal's entire IT and ELV estate, plus a portfolio of AED 20M+ of port ICT packages as design authority. Operational technology and enterprise network under one owner, held at 99.9% availability. Detailed in section 03.

Systems
NAVIS TOS network, STS/RTG crane links, DGPS, gate OCR and LPR, reefer monitoring, 500+ camera VMS
Constraint
ISPS and ADMCC compliance, 24/7 operation, no window in which the yard stops
Projects
CMA Terminals Khalifa · Abu Dhabi Ports portfolio · Etihad Railway terminal
Sector 032022 — 2023

Aviation

Sharjah Airport's expansion: a 108-rack Tier 3 data centre deployed on the Huawei platform, the largest single facility I have delivered. Airport ICT is unforgiving about phasing — the terminal keeps operating around you, and every cutover is rehearsed before it is run.

Systems
Tier 3 data centre, structured cabling backbone, core and distribution network, security integration
Constraint
Phased occupation, aviation authority sign-off, zero disruption to live terminal operations
Projects
Sharjah Airport expansion — 108 racks
Sector 042017 — 2023

Hospitality

Full AV and ELV fit-outs where the guest never sees the system and the operator lives in it. Room-facing technology is judged on the first thirty seconds after check-in, so I design GRMS, IPTV and door hardware as one integrated behaviour rather than four procurement lines.

Systems
IPTV, GRMS, guest Wi-Fi, AV and BGM, PMS interface, CCTV, access control, SMATV, nurse-call adjacency
Constraint
Fixed opening dates, brand technical standards, snagging visible to paying guests
Projects
Millennium Hotel · TH8 Hotel · Al-Fattan Downtown · Multaqa Avenue
Sector 052017 — 2023

Healthcare

Hospital ELV is the one environment where a system fault is a clinical risk, not an inconvenience. Design here is about segregation and redundancy: clinical networks separated from guest and building services, and every life-safety interface proven under test rather than assumed.

Systems
Nurse call, clinical Wi-Fi and RTLS, CCTV and access control, IPTV, BMS interface, structured cabling
Constraint
Infection-control routes, clinical network segregation, uninterrupted ward operation
Projects
NMC Hospital Al Nahda · Euphoria Medical Center
Sector 062017 — 2022

Residential, commercial & logistics

Towers, corporate headquarters and warehousing at scale — VISA's CEMEA headquarters and Noon's KIZAD mega warehouse among them. Different buildings, same question: how much infrastructure has to be right on day one because it will never be reachable again.

Systems
Structured cabling, CCTV and access control, intercom, BMS integration, IoT sensing, Wi-Fi and DAS
Constraint
SIRA and ADMCC approval, developer handover gates, fit-out coordination across trades
Projects
VISA CEMEA HQ · Noon mega warehouse, KIZAD

Data centres — design and implementation

The specialism inside the specialism. 128 racks across two Tier 3 facilities, both taken from drawing to live service.

Every other system on this page eventually terminates in one room. I design that room — power train, cooling, containment, cabling topology, fire suppression and monitoring — and then I build it, commission it and hand over a record set someone else can actually maintain. As an RCDD I own the cabling and pathway design outright rather than delegating it to a contractor's shop drawings.

Zone A — Quay & ship-to-shore

Everything between the vessel and the yard

The quay is the least forgiving environment on the terminal: salt, vibration, moving steel and no tolerance for a dropped link. I design the crane-side infrastructure so a fault is isolated to one crane, never to the berth.

Fibre reel and festoon runs, crane-side managed switch cabinets, PLC interface, redundant ring back to the core

Radio

Surveillance
Marine-grade PTZ and fixed cameras on the quay line, lashing-platform coverage, ISPS berth monitoring
Power & earth
Surge and lightning protection, bonding and earthing to the crane rail, UPS for comms cabinets

I hold the whole IT and ELV estate of a live container terminal — the systems that move every box across the quay, through the yard and out of the gate. That means the operational technology as well as the enterprise network: NAVIS TOS links, DGPS, gate OCR, RTG and STS crane connectivity, ship-to-shore radio and reefer monitoring, down to the crane-side cabinets and the vehicle-mount terminals in the drivers' cabs.

I delivered the terminal's Tier 3 data centre at Khalifa Port from empty room to live service — racks, UPS, cooling, containment, structured cabling, DR replication and cutover — coordinating civil, electrical, mechanical and IT contractors to a fixed date without interrupting operations.

On the operations side I replaced reactive firefighting with a structured fault-triage and preventive maintenance regime; recurring network incidents fell 30% in six months and mean time to restore came down with them. I also run the technology assessments — edge compute, AI video analytics, surveillance refresh — that decide where the next capital goes.

  • AED 20M+ portfolio
  • Design authority

I ran a concurrent portfolio of ELV and ICT packages across port and terminal facilities, each with its own contractor, consultant and authority to satisfy, and brought them in inside the agreed time, cost and quality gates.

Most of the value was upstream: writing scopes of work and BOQs, chairing design reviews for security, networking and structured cabling, and closing designs against ADMCC and ISPS requirements before they reached site. Standardising the terminal ICT design assumptions — cabling routes, node room siting, camera and Wi-Fi coverage — cut procurement cycle time by a fifth and gave every later package a proven baseline to start from.

Six years delivering AV, ELV and ICT projects up to AED 8M each across hospitality, healthcare, corporate and logistics clients — VISA's CEMEA headquarters, Millennium Hotel and Noon's KIZAD warehouse among them — from design through testing, commissioning and handover, leading a team of twelve engineers and technicians. Weekly progress reviews took roughly 40% off the average punch list at handover.

The largest single facility of this period was Sharjah Airport's 108-rack Tier 3 data centre. Alongside delivery I led design to BICSI and TIA standards, qualified vendor partners that removed 15% of material cost without touching the specification, and owned technical bids for structured cabling and IoT — the estimating work that decides whether a project exists at all.

Telecom, fibre-optic, Wi-Fi and radio systems for five producing oil and gas fields — Al-Zubair, Badra CPF, Majnoon, Sohar Refinery and Lower Fars — designed on paper and then commissioned in live hazardous-area plant, which is where you learn what a drawing leaves out.

The drawing sets, specifications and BOQs I produced were adopted as the company's standard engineering templates. Before that, campus telecom and network infrastructure at Homs University, alongside teaching in the antenna and microwave engineering laboratory.
